Analysis, evaluation and formulation of improvements to the regulatory framework of the Pan African University to achieve university excellence
In 2008, the African Union (AU) established the Pan African University (PAU) to deliver high quality, competitive and effective higher education programmes across Africa and globally. Since its inception, PAU has been widely recognised as one of the most promising flagship projects of the AU to accelerate socio-economic development through higher education, research, technology, and innovation. The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the university by strengthening the PAU Rectorate in Cameroon, the PAU Institute for Water and Energy Sciences (incl. Climate Change) in Algeria and the AU Commission in Ethiopia with regards to the governance of the university.
OUR CONTRIBUTION
We assessed the suitability of the PAU’s regulatory framework in light of its ambitions and advised the PAU Rectorate and GIZ on necessary regulatory adjustments. This process included:
- Assessment of the legal institution types of the African Union and its organs and development of an institutional concept that meets the requirements of an academically excellent PAU in the AU environment.
- Analysis of PAU regulations in the areas of human resources, administration, financial management, procurement and external funding and development of regulatory improvements in these areas.
- Preparation of policy review and adoption of proposed regulatory improvements
