Results Measurement of the Programme Migration and Diaspora
Migration represents one of the pressing policy challenges of our time. The Programme Migration & Diaspora(PMD), commissioned by the Bundesministerium für Wirtschaft und Zusammenarbeit (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, supports key actors in partner countries to leverage the positive effects of regular migration and diaspora engagement to spur social and economic development. PMD has three components including (I) regular labour migration and mobility, (ii) diaspora cooperation and (iii) migration governance. GIZ has commissioned an evidence-based results-measurement of projects within these components.
Our contribution
Together with our partner Athena Infonomics, we conduct up to 10 evaluations of individual project cases and 2 evaluations at the field of action level, of which one is a Rigorous Impact Evaluation (RIE). The services for this assignment include the following activities and are implemented successionally to a previously offered service to GIZ on conducting a feasibility assessment of a RIE for the PMD programme:
- Development of a series of evaluation designs and data collection instruments
- Coordination of reliable data in up to 10 PMD partner countries
- Data analysis and reporting of the findings to GIZ/BMZ
These evaluations serve the dual purpose of measuring PMD’s impact by analysing aid effectiveness for political communication and providing insights into planning and implementation to inform future programme management and the next programme phase starting in 2022.
